Undertake transnational review of common policies, processes and mechanisms that hinder the implementation of adaptation to climate change by local implementation agencies.
Timescale: May 2007 – November 2007
This review will provide the baseline for understanding what needs to change in order for adaptation to climate change to be implemented effectively by the relevant local implementation/delivery agencies.
The review is focused on the UK, Netherlands, Belgium and Germany. It would involve identifying the key local implementation agencies, their powers, responsibilities, duties and actions. It would then review what policies, processes and mechanisms are hindering those agencies ability to deliver adaptation to climate change at the local level.
